Call for Consultants: PCSD shadow tracking of EU Member States and the European Commission

CONCORD Europe, the European confederation of Relief and Development NGOs, representing more than 2,600 NGOs, is seeking to recruit a consultant to support our research to track the commitment of the EU Member States and the European Commission in ensuring Policy Coherence for Sustainable Development (PCSD) in the framework of the 2030 Agenda.

Background

The COVID-19 crisis is reversing years of progress made in achieving the SDGs, especially in developing countries. Given the immediate priority to ensure a rapid recovery, there is a risk that plans for advancing the SDGs, as well as Policy Coherence for Sustainable Development (PCSD), are side-tracked. This is true also for EU Member States and the European Commission. We should not take for granted that the COVID-19 recovery in the EU will be sustainable. COVID-19 will impact countries capacities to achieve the SDGs and at a domestic level, creating new jobs and relaunching economic activity is tied to stark policy tradeoffs in terms of sustainability.

Sustainable Development Goal 17.14 calls for enhancing Policy Coherence for Sustainable Development (PCSD). But PCSD requires political will and efforts to put mechanisms in place that ensure it. Based on the recently developed United Nations Environmental Programme PCSD indicators, CONCORD Europe has developed a unique tool for Civil Society to independently track Member States and the EU institutions PCSD mechanisms to be able to assess how well the EU is progressing towards this goal. We are now looking to hire a consultant to support the analysis of the different responses collected by using our PCSD tracking tool.

Scope of Work

The specific duties and responsibilities under this role are:
Reviewing and analysing ten individual PCSD tracking responses concerning different EU Member States and suggest points of commonalities as well as differences. Based on this, developing general recommendations for Member States;
Drafting a section specifically dedicated to a review of the European Commissions PCSD mechanisms and developing a set of specific recommendations;
Drafting dedicated sections for a report including an introduction, analysis, main recommendations and conclusions (in total around 4-6 pages)
Proposing a methodology for summarising conclusions in a comprehensive and visual way (in collaboration with the CONCORD secretariat and a designer)

Skills, qualifications and essential requirements:
Demonstrated experience with qualitative data analysis
Demonstrated experience with policy analysis
Masters degree in Economics, Development Studies, Communication, Social Sciences or relevant field or 5 + years of relevant work experience
The ability to manage information and to deliver accurate and concise reports in a timely manner
Excellent English writing and editing skills
Sound knowledge of EU Development Cooperation policies and preferably with a specific expertise in issues related to the 2030 Agenda and Policy Coherence for Sustainable Development, including familiarity with the United Nations Environmental Programme indicators for PCSD mechanisms
Experience of working with NGOs or with civil society

Fees and timeline

The assignment would be carried out between August and September 2021, and would require around +/- 8 working days. CONCORD offers competitive consultancy fees.
